The responsibility is to visit all the clubs at least once every six months, report back to Toastmasters International by filling in a form. Advise the club if they need help finding people to fulfil roles. generally help. When I was area director of S3 one of my clubs said nobody could attend the trainings on the Saturday afternoons allotted.
