You can do a screen capture. Or design your own certificate. If you are using the TM logo, you must use their designated colours.
For the newcomers to a committee it would be good at every level, club level and higher, to have a meeting between the outgoing and the incoming person.
At a formal meeting the boss or person immediately above whoever is leaving should thank, and praise, the outgoing person. If the outgoing member failed or thinks they could have done better with more help, this can help prevent the outgoing person trying to find excuses and ending up complaining. Instead the boss or senior person can instead point to resources to help.
For the outgoing person, introduce the incoming person to the outgoing person with the message to the person leaving that
'We told him/her what a great job you did and he/she wants your advice.'
E-certificates are available, general ones on the internet, and ones you can adapt, and specific Toastmasters ones on Toastmasters International.
If your club has no budget, you can print e-certificates and design them and forward them.
Frames are much cheaper from the dollar store or pound shop.
