How the General Evaluator and minutes of their report helps those attending meetings and those absent

Great idea for each GE to check that the club acts on useful suggestions from the previous GE. Who circulates the minutes. Is it the Secretary or the VPE or the President. Who is supposed to do it and who does it in practice? Does the GE send a written report or does the minute taker for the meeting take notes or view a recording? Circulating the minutes of the meeting including the GE report is of benefit to an absent committee member and any member whose work or forgetfulness or inertia prevents them from attending. it means they are still benefitting from learning from each club meeting and getting value for the what they paid the club for membership.
